Background / General description:
The East Asia and Pacific Region (EAP) has a budget of about $170 million, excluding external funds, and a staff of about 950. It consists of the Office of the RVP, six Country Departments, four Sector Departments, the Central Operations Services Unit (COSU), Human Resources Services, External Affairs Unit and the office of the Chief Administrative Officer (CASU).  All six of the Country Departments are based in the field and the Region has offices in 13 countries.
EAPCA, the Resource Management Team in the East Asia & Pacific Region, supports Country, Sector, and Regional client units' work program and resource planning, implementation, and monitoring.  In addition, EAPCA is also responsible for functional areas such as Country Office administration and accounting; business planning; budget and deliverables monitoring and reporting; capital budget; internal controls, including audits, SAP profiles, and information management. 
Within East Asia and Pacific Region, the Sustainable Development Department (EASSD) is the biggest and high profile sector department that is fully decentralized with about 70% of the regions’ lending volume and 40% of the region’s budget.  EASSD’s organizational structure consists of 10 units, each with its own manager and work program and, with most of the work program decentralized to the country offices. The Department’s management team consists of seven managers in the field, three Washington-based managers, and Sector Director with a small secretariat based in HQ.
The Resource Management Analyst (RMA) will primarily support the Indonesia sector units (EASIS and EASID) in Jakarta. The RMA will report to the Senior RM Officer in Washington (SRMO) with functional oversight of the Sector Managers in Indonesia, and will contribute to a wide range of functions including, but not restricted to business planning, expenditures and deliverables monitoring, and internal controls.   S/he plays an advisory role to ensure adherence to institutional and regional guidelines and controls and to ensure that the objectives of the department and region are respected.  The RMA is the first point of contact on budget and work program issues relating to the Unit.   Since EAP intends to fully integrate monitoring and management of work financed using donor funds with work financed by the regular Bank Budget, the RMA is also expected to actively contribute to administration of donor funds in cooperation with the RM team, TTLs, unit TF Liaison, and VPU TF Coordinator.
He/she would work closely with the EASSD RM team, CMU RM staff, and the CAO’s office.  Under the overall guidance of the SRMO and EASSD Sector Managers in Indonesia, the RMA will have the following responsibilities as described below.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 2 year term appointment.

Duties and Accountabilities:
Planning, Programming & Budgeting
• Work closely with the Sector Managers and the SRMO to coordinate the Unit’s work program and budgeting exercises, including quarterly and mid-year reviews, work program agreements (WPAs), and prepare work program and budget monitoring tables, flagging significant issues for the attention of the SM.  
• Analyze and consolidate the CMU’s overall budget allocation from the various regional sources (e.g., sustaining, indirects, regional studies, external funds, and other revenue sources) into the work program. Advise on overall budget sufficiency by analyzing trends and completion costs under different scenarios.
• Provide substantive, relevant and timely information to the Team Leaders on the work program and budget performance, tracking costs and productivity and advising on budget implications (e.g. unit costs/performance measures, staffing, etc.)

Reporting, Communications and Liaison
• Prepare various analyses, highlighting trends and issues; Provide the management and the TTLs with monthly budget / WPA reports and expenditure projection tables, flagging major issues concerning budget over/under runs, as well as other analysis as required.
• Provide support to managers and staff in choosing, accessing and interpreting management reports available in SAP and other information systems.
• Consolidate the implementation of procedures and RM-related systems and administer RM policies and procedures, including providing guidance on new concepts, budgeting and costing methodologies, advice and interpretation, and recommending action.  Ensure compliance to administrative and Trust Fund policies.
• Provide day-to-day "on the ground" client support and respond to client inquiries. 
• Back up other team RM staff in the field and help trouble shoot complex issues.
• Proactively establish and maintain interface with clients, managers, RM colleagues, within EAP and outside (RM advisory, HR,).
• Assist and guide TTL on trust fund matters, help set up codes (AIS, Internal Orders) and linking codes to newly set up trust funds, resolve insufficient funding issues and request transfer of funding.
Monitoring, Cost Analysis and Cost Effectiveness
• Compile and analyze performance measurement data, including routine and ad hoc analytical reports on cost effectiveness, including corporate/network productivity indicators, and performance. 
• Prepare various analyses, highlighting trends, issues and contributions to various reports with respect to the management of resources (e.g., budget, work program, unit costs/performance measures, staffing, task plan and trust fund TRS for better management of unit budget.
• Provide information and analysis to the Senior RMO and business unit managers with respect to the implementation of work programs, trust fund and projects and prepare unit costs/metrics.
Financial Control and Fiduciary Responsibilities
• Maintain adequate system of internal controls, by monitoring costs, budget, and administrative transactions; ensure institutional/CSRRM guidelines are adhered to, and contribute to risk management.
• Maintain relationships with institutional units/business sponsors (OPCS, HR, IMT, etc.) responsible for setting the policies and guidelines by which RM, in the Bank, must operate.
• Perform regular analysis on all exception reports and identify problem transactions/irregularities and resolve problems in a timely and effective manner.
• Provide advice and guidance to others on best practices related to budget and trust fund issues.
Leadership Role to Program Assistants and Transaction Specialist
• Provide advice to program assistants in SAP reporting, transaction processing and other guidance as necessary. 
• Mentor program assistants in SAP such as task plan, update of milestones in the lending timetable and report running.
• Exercise, encourage and promote team spirit within the RM team.

Other Duties and Responsibilities
• Liaise with CASU and other RM staff within and outside the Region to discuss budget issues/resolve budget issues, (e.g., budget transfers, cross support), as well as sharing of knowledge/best practice.
• Prepare and make presentations, at seminars or retreats, on planning and budgeting issues.

Selection Criteria:
• A relevant bachelor’s degree (Economics, Finance, Accounting, Business, Commerce) or Completion of the RM Board sponsored SEC program.
• Minimum of 3 years of experience related to the job responsibilities at the World Bank, or in an international private or public sector setting.

Duties and Accountabilities:
The work program of the Research Analyst will include, but not be limited to, the following tasks and responsibilities on the work-streams outlined above:

•    Collect fiscal data and other public policy and program information from various government institutions, including central ministries, subnational government and statistical agencies;
•    Maintain up-to-date and accurate databases of aggregate and disaggregated national and subnational fiscal information and ensure that they are readily searchable and accessible by other team members;
•    Engage with government counterparts at the technical level, including working with them to jointly produce analyses and supporting programs aimed at building their capacity in fiscal policy analyses;
•    Conduct quantitative (including econometric techniques)  and qualitative research and analyses on fiscal policy, public expenditure and revenue policy and management issues under limited supervision;
•    Interpret and present statistical results in graphical and non-graphical formats to technical and non-technical audiences;
•    Prepare presentations, written briefs and policy notes, and draft technical sections of reports based on the above analyses under limited supervision;

The tasks and responsibilities of the Research Analyst may be revised over time as necessary to match the changing demands of the MFP cluster and the broader PREM team.

The Research Analyst will be a core member of the Fiscal Policy sub-cluster in the MFP cluster.  The Research Analyst will also be expected to work closely and seamlessly with the wider MFP team as well as the rest of the PREM Indonesia and Indonesia Country Office teams as needed.

The Research Analyst will report to the Indonesia PREM Sector Manager and Lead Economist based in Jakarta, Indonesia. On a day-to-day basis, the Research Analyst will be supervised by the Fiscal Policy sub-cluster leader.

Background / General description:
The World Bank office in Jakarta is seeking to recruit a Procurement Specialist with relevant background and experience in procurement for its Indonesia country Program.  The position is based in Jakarta and requires an experienced procurement staff capable of managing complex technical matters, operational and policy issues, as well as issues related to governance and anti-corruption.  This is a renewable appointment for an initial period of two years.

Duties and Accountabilities:
The successful candidate should be sufficiently knowledgeable about the World Bank’s Procurement Guidelines and Consultant Guidelines or the Guidelines of a Multilateral Development Bank, in order to perform the job is required. The candidate should be willing to travel regularly (mostly wthin Indonesia) to participate in project preparation, appraisal and implementation support missions to provide hands-on procurement support and training to the implementing agencies.

The selected candidate will be based in the Bank’s Jakarta Office and he/she will report to the Regional Procurement Manager based in Washington DC and work in collaboration with other procurement specialists based in Washington DC and in Jakarta. S/he will be part of the team in the Jakarta Procurement Hub which is supervised by a Procurement Hub Leader (PHL) and currently comprises one Lead Procurement Specialist/PHL, one Senior Procurement Specialist, one Procurement Specialist, three Procurement Analysts, one Procurement Assistant, and two Team Assistants.

The Procurement Specialist shall ensure the efficient delivery of the Bank’s fiduciary and advisory procurement functions in relation to selected projects in the Indonesia portfolio. Specifically, s/he will be responsible for the following:
• Work as an integral member of several Bank task teams responsible for ensuring that i) the proceeds of the Bank’s Loans, Credits and Grants are used for the intended purposes, and ii) procurement of works, goods and consulting services in Bank financed projects is carried out by the Borrower in accordance with the Bank’s procurement and consultant selection policies and procedures.
• Work independently in providing procurement support during project preparation; and project implementation (including prior and post reviews of all procurement documents and decisions for selected projects in the portfolio financed by the Bank;
• Assist the Borrower in procurement capacity building activities including support during country procurement assessment and the procurement reform process;
• Work on procurement matters across sectors in the performance of the Bank’s fiduciary and service functions, seeking guidance on complex projects/issues from senior procurement staff;
• Review and handle the technical, commercial and legal aspects of procurement (in consultation with Legal and Policy departments as necessary) at all stages of the project cycle;
• Provide operational advice to clients and Bank staff on concepts, policies and procedures for international and local procurement;

• Review and handle procurement-related complaints and mis-procurement cases; and
• Design and deliver workshops and training to educate staff in the Bank and in the Borrower agencies on the Bank’s procurement, its policy, relevant procedures and processes as well as specialized procurement topics.

Selection Criteria:
A Master’s Degree with a major in a relevant discipline (e.g., Engineering, Law, Procurement, Finance, Business or Commerce)
•    At least 5 years’ experience in procurement and implementation of projects in or outside the Bank with a substantial content of his/her position in the procurement area.

Duties and Accountabilities:
The FPD team seeks to recruit a Senior Operations Officer with a strong background in managing implementation of large complex CDD and FSD projects, including microfinance, to join its Jakarta team and the PNPM RLF pilot project.  The selected candidate will report to the EASFP Management Unit.
The Senior Operations Officer is expected, among other duties as assigned, to:
•    Provide leadership and advisory support in all phases of PNPM RLF pilot operations, including problem solving on complex issues of implementation, aid coordination, resource mobilization, and project strategy, as well as cross-department or cross-sectoral issues.
•    Lead the coordination with all consultant firms working under the PNPM RLF program from the World Bank team.
•    Provide support for livelihood /economic inclusion-related approaches from the RLF side to ensure the on-going synergy of RLF-related activities and upcoming economic inclusion activities under PNPM Mandiri and other related programs.
•    Liaise with central and local governments, and other project stakeholders.

Saat ini kami akan berbagi sebuah cerita dari Erika Merano, HR & Admin Manager SSIP Asia Inc yang saat itu menghadiri wisuda kelulusan adiknya. Key responsibilities will include:

Responsibilities:
The Integrated Gas Finance Analyst will be part of a dedicated finance support team facilitating delivery of the Abadi project. The Abadi gas field is a world-class asset, with recoverable volumes of about 18.5 Tcf. Shell is a 30% shareholder of the JV that manages the field and became the project’s strategic non-operating partner.

The Integrated Gas Finance Analyst supports the assurance that Shell’s JV interest as a non-operating shareholder in the Masela Production Sharing Contract are safeguarded and properly reported. He/she advises and supports the Finance Manager and the wider team in all finance, contracting and procurement, governance and risk management aspects.

Planning & Budgeting
Initiate cost build process and work with Finance and Technical managers for inputs; connect with JV finance focal to get better understanding of the costs proposed in the Work Program & Budgets; coordinate the business planning and budgeting exercise for the project. Enable review of the plan and the resulting financials and seek functional and management endorsement for submission to Business One.

Reporting and Performance Management
Facilitate monthly review of financial reports with Shell Business Service Centre and support the production of timely relevant and compelling management information to track performance. Prepare monthly expenditure reports and commentaries for submission to regional planning team. Organize and prepare quarterly expenditure review materials and support the Finance Manager in the review process with the project team. The expenditure review is a critical part of project performance tracking. Liaise with the wider project team as well as partners on the preparation of latest estimates against plans and budgets and provide constructive challenge towards a credible Latest Estimate to help in decision-making and submission to regional planning team and cost reporting system (ECR).
Governance, Risk & Assurance: play an integral role in the management of business risks including the establishment and maintenance of an appropriate risk control framework

Business and Financial Controls
- Focal point for financial and business controls for the project
- Ensure processes are SOx compliant and are embedded within Shell Upstream Companies in Indonesia to maintain ongoing compliance
-Focal point in the team to coordinate for JV partners audit
Others
- Coordinate as necessary with Finance Operations in relation to invoice management & payments; master data creation and bank account management
- Prepare cash forecast inputs to Finance Operations and initiate request for foreign currency requirements
- Liaise with the Indonesian Country Tax Manager on finance reports requiring tax inputs (expenditure forecast for tax reporting in the UK) and quarterly tax provisioning review.
- Coordinate with Project Services team to ensure accurate P&T charges to governance team
- Oversee deliverables of contract staff - deputise Finance Manager as and when required

Requirements:
- An experienced finance professional with strong business acumen
- Good interpersonal and influencing skills, able to communicate issues both with senior project & business leaders as well as with external stakeholders
- Sound understanding and appreciation of Upstream/Integrated Gas business, business planning processes and systems
- Understanding of Indonesian regulatory requirements will be an added advantage
- Visibly demonstrate personal commitment to drive towards excellence
- Show respect for diversity, including individual cultures and local circumstances
- Proficient English
