Tentang Kota Batam dan Sejarahnya

Batam mulai dikembangkan sejak awal tahun 1970-an sebagai basis logistik dan operasional untuk industri minyak dan gas bumi oleh pertamina. Kemudian berdasarkan Kepres No. 41 tahun 1973, pembangunan Batam dipercayakan kepada lembaga pemerintah yang bernama Otorita Pengembangan Industri Pulau Batam atau lebigh dikenal dengan Otorita Batam.

Pengembangan Pulau Batam terbagi dalam beberapa periode . Periode pertama yaitu tahun 1971-1976 dikenal dengan nama Periode Persiapan yang dipimpin oleh Dr.Ibnu Sutowo. Periode kedua adalah Periode Konsolidasi (1976-1978) dipimpin oleh Prof.Dr.JB.Sumarlin , Setelah itu adalah Peride Pembangunan Sarana Prasarana dan Penanaman Modal yang berlangsung selama 20 tahun. Yaitu tahun 1978-1998, yang diketuai Prof.Dr.BJ. Habibie Kepemimpinan berikutnya dipegang oleh J.E Habibie yaitu bulan maret s/d juli 1998. Periode ini dikenal dengan nama Pembangunan Prasarana dan Penanaman Modal Lanjutan . Kemudian sejak tahun 1998 sampai sekarang, dibawah kepemimpinan Ismeth Abdullah dinamakan Periode Pengembangan Pembangunan Prasarana dan Penanaman Modal Lanjutan dengan perhatian lebih besar pada kesejahteraan rakyat dan perbaikan iklim investasi.

Dalam rangka melaksanakan visi dan misinya mengembangkan Batam, maka dibangunlah insfrastruktur modern yang berstandar internasional serta berbagai fasilitas lainnya, sehingga saat Pariwisata yang diminati dan mampu bersaing dengan kawasan serupa Asia Pasifik.

Berbagai kemajuan pun telah banyak dicapai, seperti tersediannya berbagai lapangan usaha yang mampu menampung angkatan kerja yang berasal hampir dari seluruh daerah di tanah air. Begitu juga dengan jumlah penerimaan daerah maupaun pusat dari waktu kewaktu terus meningkat. Hal ini tidak lain karena disebabkan oleh maraknya kegiatan industri, perdagangan, alih kapan dan pariwisataan didaerah. Namun sebagai daerah yang berkembang pesat, Batam juga tidak luput dari munculnya berbagai masalah sosial.

Untuk itulah, maka dalam rangka penyempurnaan pengembangan pulau Batam yang sedang berlangsung, maka pembangunan saat ini difokuskan kepadakesejahteraan masyarakat dengan menjalankan program social development. Hal ini diharapkan mampu mengatasi berbagai macam persoalan sosial yang timbul sebagai eksternalitas negatif dari pembangunan yang telah terjadi selama 30 tahun tersebut.

Project Part Pilot ( Based in Batam )

Responsibilities:
  • Responsible for providing all the Parts for various project activities (such as design verification, engineering prototypes, manufacturing prototypes, pilot production etc).

Pemko Batam tidak akan menerima Calon Pegawai Negeri Sipil (CPNS) tahun ini. Tiada penambahan tenaga kerja tidak akan berpengaruh pada pelayanan Pemko Batam, karena PNS yang ada sekarang dinilai sudah memadai.
Wali Kota Batam Ahmad Dahlan mengatakan saat ini ada sekitar 5.859 PNS di Pemko Batam.
Setengah di antaranya adalah tenaga pengajar. Meski demikian, Dahlan mengakui selama ini banyak keluhan yang ia dengar tentang kurangnya tenaga pendidikan di Batam.
“Untuk CPNS sudah ditutup, dan dipastikan tahun ini Pemko Batam tidak menerima CPNS. Ini tahun ketiga Pemko tak menerima CPNS,” katanya.
Dahlan mengaku tidak terlalu kecewa dengan kebijkan pemerintah pusat ini. Ia mengaku siap untuk mengoptimalkan sumber daya manusia yang ada

Kota Batam bakal dimekarkan dari 12 kecamatan menjadi 20 kecamatan, dan setidaknya akan membutuhkan Pegawai Negeri Sipil (PNS) sekitar 232 orang. Pasalnya, satu kecamatan saja memerlukan sembilan pejabat struktural dan sepuluh orang pegawai. “Itu terdiri camat, sekcam, kepala seksi empat orang dan kasubbag tiga orang. Sementara untuk kelurahan setidaknya harus ada lima pejabat struktural dan lima staf,” ujar Kepala Badan Kepegawaian Daerah (BKD) Kota Batam, Firman kepada POSMETRO, kemarin.
Ia mengatakan, jumlah pegawai tersebut berdasarkan perhitungan kasar bukan beban kerja. Sementara itu, ketika ditanyai mengenai pegawai yang ada, saat ini dipastikan sangat kurang. Meskipun belum dilakukan pemekaran. “Kalau pegawai, berapa pun akan kekurangan secara jumlah dan kuantitas. Kalau untuk mencukupinya, kita meredistribusikan ke SKPD masing-masing,” papar dia. Salah satu tenaga yang dimaksimalkan, misalnya dalam pembuatan surat menyurat. Jika bisa dikerjakan oleh satu orang pegawai, maka pegawai lain akan ditugaskan di tempat lain.
Walikota Batam, Ahmad Dahlan mengatakan, kota industri ini baru dapat dimekarkan setelah tahun 2014. Ia beralasan, pemekaran tidak dapat dilakukan secepat mungkin, karena ketidaktersediaan pegawai. “Pertimbangannya setelah 2014, karena kurang PNS. Batam sudah dua tahun tidak terima, ditambah tahun ini juga tidak menerima,” ujarnya. Nah, dengan menambah delapan kecamatan baru, menurutnya  membutuhkan ratusan PNS baru.
Saat ini, lanjut Dahlan, Pemko juga masih memikirkan penambahan biaya gaji PNS baru, jika pemekaran dilakukan. “Saya tidak mau biaya belanja pegawai lebih besar dari belanja langsung,” sebut mantan Humas Otorita Batam (sekarang BP Batam, red) itu. Kata dia, pemekaran kecamatan pasti dilakukan, tinggal menunggu waktu yang tepat. Ia menambahkan, Pemko sudah melakukan kajian untuk meningkatkan pelayanan kepada masyarakat dan hasilnya memang diperlukan pemekaran di kecamatan.
Rencananya, Kecamatan Batamkota akan dipecah menjadi tiga kecamatan, Sagulung tiga kecamatan dan Batuaji empat kecamatan. “Di Sagulung saja sekarang ini warganya 160.000. Sementara Kelurahan Belian (Batamkota) ada 80.000 dan Kelurahan Buliang (Batuaji) ada 50.000,” jelas walikota

Kota Batam membutuhkan 500 orang guru dan tenaga medis untuk ditempatkan di berbagai sekolah dan puskesmas di wilayah itu. Pemerintah Kota Batam berencana merekrut pegawai negeri sipil baru untuk memenuhi kebutuhan guru dan tenaga medis itu, kata Kepala Badan Kepegawaian Daerah Kota Batam Firman. “Kebutuhannya guru dan tenaga medis. Sudah kami ajukan ke BKN Jakarta,” kata dia.
Ia mengharapkan BKN menyetujui permintaan Pemkot Batam agar penerimaan CPNS bisa dilakukan pada tahun 2013.
Menurut dia, saat ini, pemerintah pusat masih mengkaji kebutuhan pegawai negeri secara nasional. Dan, moratorium PNS belum dicabut. “Moratorium belum dicabut, tetapi kami harapkan proses CPNS bisa dilakukan pada tahun ini,” kata dia di sela sosialisasi Kementerian Pendayagunaan Aparatur Negara.
Namun, bila permintaan penambahan PNS baru itu tidak dipenuhi pemerintah pusat, kata dia, Pemkot terpaksa memaksimalkan tenaga yang sudah ada.
Kepala Dinas Pendidikan Kota Batam Muslim Bidin mengatakan bahwa kekurangan banyak tenaga pendidik, terutama untuk ditempatkan di sekolah-sekolah pesisir. Namun, dia enggan memberikan detail kebutuhan guru. “Di SMP Pulau Karas saja, hanya ada empat guru, padahal harusnya minimal ada 12 guru,” kata dia.
SMP Pulau Karas hanya satu dari belasan sekolah di pesisir. Akibat kekurangan tenaga pendidik, kata dia, Dinas Pendidikan mempekerjakan guru SD untuk SMP. Bahkan, ada yang mengajar dua pelajaran sekaligus. “Guru lain diperbantukan. Satu orang bisa ajar dua bidang studi,” kata dia. Sumber:Antara

IT Supports Analyst Job (IT Job) (Oil and Gas Manufacturing) - Batam, Indonesia

Responsibilities:
  • Provides IT application support across the defined scope (SAP and Local application)
  • Effectively requesting/executing corrective maintenance according to the problem effecting users
  • Engage in maintenance and evolutions of the applications when required
  • Responsibilities may include interacting with key users to document the needs, assess the business critically and priority and collaborate with evaluation of solution alternatives
  • Participates in system implementation within defined scope: perform system testing, control local suppliers’ execution and collaborate with user training
  • Participates in post-implementation activities to ensure proper communication and the availability of user’s manuals
  • Monitor the system utilization and operation in accordance to what has been established during the project. This also includes monitor the correct operation of interfaces between corporate and local systems.
Requirements:
  • Bachelor degree majoring in informatics technology (IT) or Computer Science
  • Minimum 2 years of IT working experience in metallurgy, oil and gas, heavy equipment or manufacturing
  • Minimum level 1 support experience for SAP FICO, SAP PP and SAP MM
  • Experience in IT-IL process, preferably if have IT-IL certification
  • Understand IT project management and methodologies
  • Able to work independently or as a team
  • Fluent English
  • Will be based in Batam
